The program has two modes of execution. It can run in a Pre-Scrub setting or as a component of Real-Time passenger processing. When rendered in Pre-Scrub mode, the NoFly application can process passenger manifests prior to the date of departure. Several formats of passenger records are currently supported including IATA standard PNL format, CSV format, and Excel spreadsheets. An advanced parsing mechanism allows for quick and complete modification for customized file formats. There is no limit to the number of manifests being scanned allowing for a fully automated process. Once the screening is complete, the program generates comprehensive statistics and reports for potential watch list matches. Running the module in Real-Time allows an agent to receive immediate feedback for possible watch list matches while collecting the APIS information. The NoFly program runs in the background reducing attention for user interaction and allowing to process passenger information quickly and efficiently.

NoFly uses sophisticated state-of-the-art algorithms to analyze the data. In addition to exact name matching, the application provides two types of phonetic checking: Miracode Soundex and Daitch-Mokotoff Soundex. Each of the algorithms has its own advantages and limitations that make them better suited for different environments. For instance, Miracode Soundex is based on English pronunciation so European name may not soundexed correctly. On a contrarily, Daitch-Mokotoff Soundex is well-matched against Eastern European, Germanic and Slavic surnames. NoFly application offers multiple filters to control how the passenger data is screened against TSA watch lists.

MIS Choice also offers several add-on modules to be integrated with the NoFly application. NoFly FTP Update Utility allows agents to download a compressed Access database updated daily with the most latest published TSA lists. The update process takes under a minute with a broadband Internet connection and saves at least 30 minutes over the manual import. NoFly Web Module allows for a Passenger vs. NoFly check over a secured Internet connection. The web module works in conjunction with NoFly application that scrubs imported passenger PNLs (either manually or via scheduled FTP import) and creates the PDF report document with hyperlinks to possible NoFly matches that can then be viewed in a web browser.
